ADUs in Escondido, CA

✓ Verified November 1, 2026 Rules, fees, and timelines below were verified November 1, 2026. Anything marked “confirm” or “to verify” is still open.

Read this first: a 2026 rewrite, and the code text lags it
Escondido repealed and replaced its ADU ordinance in 2026 (Ordinance No. 2026-13R, passed July 29, 2026 — the June 24 date in some summaries was the Council hearing, not passage). The online code text still showed the pre-rewrite version at last crawl, so post-rewrite figures below are labeled as summaries of the adopted ordinance, not code text. Confirm against the adopted text before designing.
Jurisdiction check — read this first.
A mailing address that says “Escondido” does not guarantee the parcel is under City of Escondido rules — Lake Wohlford, San Pasqual Valley, Hidden Meadows, and other edge locations may be County parcels (builder guide). Confirm jurisdiction before relying on anything on this page.
The City has its own ADU ordinance (Chapter 33, Article 70), repealed and replaced by Ordinance No. 2026-13R (planning case PL25-0083). Development Services is at 201 North Broadway; Planning (760) 839-4671.

Does it apply to my lot? — address check

Enter a San Diego County street address. The checker geocodes it and checks public transit stops nearby. Privacy: your typed address goes directly from your browser to OpenStreetMap's free Nominatim geocoder and the public SanGIS transit-stops layer. It never touches an ADUKey server — ADUKey has no server endpoint for this, so there is nothing to send it to.

Parking-exemption rule: no parking required within a 1/2-mile walking distance of public transit (bus stops included). Straight-line distance is measured first: a straight-line miss is definitive, a straight-line hit is provisional until the walking route is checked.

What you can build

RuleWhat appliesNote
Detached ADU (new construction)850 sq ft (studio/1 bedroom) or 1,000 sq ft (2+ bedrooms); 16 ft, or 18 ft within a half mile of major transit; 10 ft separation from the primary (reducible to 5 ft if both single-story)Third-party summaries of the adopted ordinance — confirm against the adopted text; the old code's lot-size table is not carried forward.
Attached ADU (addition)50% of the primary dwelling's living area, up to 1,200 sq ft; up to 25 ft high; exterior materials generally must match the primaryThird-party summaries of the adopted ordinance; the “not less than 800 sq ft” floor is SnapADU only — confirm.
State-exempt ADU800 sq ft / 16 ft guaranteed by state law regardless of local limits, on a lot with an existing single-family home
Junior ADU (JADU)Up to 500 sq ft, entirely within the primary residence; efficiency kitchen; expansion for ingress/egress capped at 150 sq ft; owner-occupancy required unless the JADU has its own bathroom (AB 1154, eff. Jan 1, 2026); deed restriction required
Setbacks4 ft side and rear; no setback for conversions in the same location/dimensions; conversion expansions capped at 150 sq ft beyond existing dimensions; summaries say no front setback under 800 sq ft, zone front setback at 800–1,200 sq ftFront-setback rule is third-party only — confirm.
ParkingNot required, per the city FAQ (Section 33-1474(c)(1)); no replacement parking when parking is demolished/converted for an ADU (state law, SB 1211)Third-party exemption-category list reads narrower than the FAQ — the FAQ line leads and the discrepancy is flagged, not resolved here.
Minimum rental term30 days or more; ADUs excluded from the city's short-term-rental programDo not present “no short-term rentals in Escondido” as absolute — the city runs a primary-home STR pilot from which ADUs are excluded.
Impact feesExempt for ADUs under 750 sq ft (state floor); no Escondido-published fee schedule found
Permit feesNot published — confirm with the Building DivisionNo city fee schedule published; builder estimates of $6–$8/sq ft are not city fees and are not published here.
Multifamily lotsAt least 2 detached ADUs; detached up to the number of existing units, capped at 8; conversions of non-habitable space up to 25% of units (minimum 1)Third-party summaries of the adopted ordinance; confirm the max-8 framing against the adopted text. Overlays to checkNo coastal zone (inland city); CAL FIRE 2025 map adopted by Ord. 2025-03 (Moderate/High/Very High areas); sprinklers required for the ADU only if the primary is sprinklered; Old Escondido Historic District exists — checker historic verdict stays “confirm with the city”ADU-specific fire rules (e.g., evacuation routes) and hillside/flood ADU rules were not found — confirm per parcel; do not import another city's fire rules.

Permit path

  1. Confirm jurisdiction and overlays with the Planning Division (planning@escondido.gov, (760) 839-4671) or Building (buildingpermits@escondido.gov, (760) 839-4647).
  2. Submit. Two routes: Standard ADU Building Permit (single-family) and Multi-family ADU Building Permit. Review is ministerial and building-permit-only; state law requires a decision within 60 days of a complete application. Digital submission is via ProjectDox (city-published).
  3. Build. Builder guides estimate ~6–8 months for approval and ~30 days per review cycle — label those as builder estimates, not city timelines.

A Preliminary Title Report in the submittal package is reported by one builder guide only — to confirm before treating it as a requirement.

Pre-approved plans (PAADU)

The city Pre-Approved ADU Program (PAADU) offers four pre-approved detached plans, free to download: 484 sq ft (studio/1BR/1BA), 644 sq ft (2BR/1BA), 851 sq ft (2BR/2BA), and 1,000 sq ft (2–3BR/2BA) — sizes per third-party sources and the city-hosted plan set; the city page confirms four plans without listing sizes in the text available. Plans are pre-approved designs, not specific to a property or site; applicants still submit a building permit through the standard ADU permitting process. Minor cosmetic modifications are reportedly allowed (porch, closet, wall extension) — confirm against current city guidance. Plans 3 and 4 were reportedly suspended in 2025 and listed as available again in September 2026, and they exceed the 800 sq ft state-exempt cap, so they are reviewed as Standard ADUs. Whether PAADU applications get the AB 1332 30-day track was not verified — do not assume it.

Separate sale (AB 1033)

Adopted in the 2026 rewrite per third-party summaries of the adopted ordinance, for standard ADUs only — JADUs can never be sold separately. Conveyance conditions (condo conversion mechanics, lender consent, tenant protections) were not read in the adopted text — confirm with Planning before pursuing. The County's AB 1033 adoption applies to unincorporated areas only, not the City of Escondido.

2025 ADU permits (city-published)

City-published: 118 ADUs issued building permits in 2025 (of 379 residential units), and 97 ADUs entitled in 2025, per the city's 2025 Housing Element APR staff report. Since June 30, 2020, 394 ADUs have been issued and finaled.

Frequently asked questions

Do I need parking for an ADU in Escondido?

No, according to the city's FAQ, which cites Section 33-1474(c)(1) of the ADU ordinance: parking is not required for ADUs. One third-party summary instead lists exemption categories, which reads narrower than the FAQ — that discrepancy is flagged for confirmation against the adopted text rather than published as the rule.

Does Escondido offer pre-approved ADU plans?

Yes — the city's Pre-Approved ADU Program (PAADU) offers four pre-approved detached plans (484, 644, 851, and 1,000 sq ft per third-party sources and the city-hosted plan set). Plans are not site-specific, and applicants still submit a building permit through the standard process. Whether PAADU applications get the AB 1332 30-day track was not verified from a city source — do not assume it.

How big can an ADU be in Escondido?

On the post-rewrite summaries: detached new construction 850 sq ft (studio/1 bedroom) or 1,000 sq ft (2+ bedrooms), 16 ft high (18 ft within a half mile of major transit). Attached additions: 50% of the primary dwelling's living area up to 1,200 sq ft, up to 25 ft high. The city ADU page states ADUs can be up to 1,000 sq ft. State law separately guarantees an 800 sq ft / 16 ft ADU regardless of local limits.

Can I sell an ADU separately from the house in Escondido?

Adopted in the 2026 rewrite, per third-party summaries of the adopted ordinance — standard ADUs (not JADUs) may be sold separately under state-law conditions, including condominium conveyance procedures. The conveyance conditions themselves were not read in the adopted text, so confirm eligibility and conditions with Planning before pursuing this. This is a change from the old code, which barred separate sale.
