Law change coming: AB 956, effective January 1, 2027
AB 956 allows two detached ADUs per single-family lot, and bars HOAs from blocking state-compliant ADUs. Watch how Chula Vista applies the 800 sq ft cap on the second unit — to confirm.
Jurisdiction check — read this first.
A mailing address that says “Chula Vista” does not guarantee the parcel is under City of Chula Vista rules — some parcels fall under County rules. Confirm jurisdiction before relying on anything on this page.
The City of Chula Vista repealed its local ADU ordinance (Ordinance 3592, 2025) and defers to state law. Development Services is at 276 Fourth Ave, Building B.

Does it apply to my lot? — address check

Enter a San Diego County street address. The checker geocodes it and checks public transit stops nearby. Privacy: your typed address goes directly from your browser to OpenStreetMap's free Nominatim geocoder and the public SanGIS transit-stops layer. It never touches an ADUKey server — ADUKey has no server endpoint for this, so there is nothing to send it to.

Parking-exemption rule: no parking required within a 1/2-mile walking distance of public transit (bus stops included). Straight-line distance is measured first: a straight-line miss is definitive, a straight-line hit is provisional until the walking route is checked.

City Standard Plans — free, and the fastest track

Download them at chulavistaca.gov/adus (City Standard ADU Plans). There are 12 options: 6 sizes (498, 748, 749 rectangular, 749 L-shape, 999, and 1,199 sq ft), 1–3 bedrooms, each also available mirrored.

Review: 14 business days. Plan review fees: $3,951 vs $4,963 (about $1,000 lower on the standard-plan track).

Conditions: you must contract with the plan's designer, sign a hold-harmless agreement and affidavit, and add site-specific engineering. The plans are about 85% complete; the rest is project-specific.

Caveat: the posted plan sets may predate the 2025 California Building Code cycle in force since January 1, 2026. Confirm with Development Services before relying on the 14-day track.

Frequently asked questions

Do I need parking for an ADU in Chula Vista?

No parking is required if the lot is within a 1/2-mile walking distance of public transit (bus stops included), or if the ADU is a conversion of existing space. Use the address checker on this page; a straight-line hit is provisional until the walking route is confirmed.

How big can a detached ADU be in Chula Vista?

Up to 1,200 sq ft, 16 ft high (18 ft near major transit or on a multifamily lot), with 4 ft side and rear setbacks. State law guarantees at least 800 sq ft and 16 ft.

Does Chula Vista offer pre-approved ADU plans?

Yes — 12 City Standard ADU Plans (6 sizes from 498 to 1,199 sq ft, 1–3 bedrooms, each also mirrored), free to download at chulavistaca.gov/adus, with a 14-business-day review track. You must contract with the plan's designer and add site-specific engineering.

Does the owner have to live on the property?

Not for a standard ADU. Owner-occupancy applies to junior ADUs (JADUs), with an exception if the JADU has its own bathroom — confirm that exception with Development Services.
